Local Loop Unbundling

What is Local Loop Unbundling (LLU)

Most ISP buy services to deliver ADSL via Telecom Wholesale. This works well but means that there is little innovation of lower cost options available. Eventually the NZ government realised the issue and moved to gain 3rd parties access to the Telecom/Chorus exchanges. These third parties rent a copper pair and sue there own equipment to terminate the Voice and ADSL connection. Telecom played a trump card and started investing $1.5 billion to cabinetise there network. This was a brilliant move on there part as it only allows 20% of the clients to connect via LLU in the exchanges area. This puts a huge dent in the business cases around LLU. It also means that clients connected via the cabinetised network see a increase in performance as the distance of the last km is greatly reduced and will not want to migrate to LLU.

There is a handful of ISP's that have invested in LLU.
TelstraClear invested to access 70 exchanges across the country using Alcatel equipment.
Vodafone invested $50 million to access 42 exchanges in Auckland using Huawei equipment.

Orcon invested to access 37 exchanges in Auckland a two in Wellington using Siemens equipment.
Slingshot invested to access 8 exchanges in Hamilton.
Actrix have invested to access a exchange in Wellington using NEC equipment
.

Most of these ISP's offer a DSL router with the connection. This is great as there is the potential for compatibility issues between a Telepermitted router and a LLU providers vendors DSLAM.
